"Focar," said Deptor, "I have an idea!"
"You know that I will get in trouble if we do things with Zorrid's authority!" said Focar.
"Don't worry about it," said Deptor, "if we get caught, the trouble will fall on me."
"Okay," said Focar, "if things are that way! I want to present you with Turtlus. He can hide in or come in his shell and fire lasers either way that he chooses."
"Let's send him down!" said Deptor.
They sent Turtlus to Mariner Bay. He started shooting at citizens. The alarm sounded in the Power Rangers' base. They saw Turtlus harassing the citizens. The rangers went to the scene.
"Leave these people alone!" said Anna, "they have done nothing to you!"
"Why?" said Turtlus, "that's why am here--to cause trouble!"
"Well," said Duane, "we're here to stop you!"
Turtlus hid in his shell and started firing at the rangers. The rangers took a tumble. Turtlus fired again.
"Man!" said Jim, "his shell is inpenitrable! That's why he hides in it!"
"Hey, Farah," said Alex, "use your boomerang and make sure that it hits his top!"
"Right!" said Farah.
Farah launched her boomerang towards the entrance of Turtlus' shell. The boomerang hit the top of his head. Smoke came from the entrance of his shell.
"I think you got him!" said Alex.
Turtlus was coughing and wheezing.
"Ready the X-Blaster," said Alex.
They blasted him with the X-Blaster. Turtlus was incapacitated. However, Focar managed to steal Queen Zebah's staff and he made Turtlus grow.
"Now, I am a bigger pest," said Turtlus.
The rangers called the Emergency Zords and formed the Emergency Megazord. Turtlus hid in his shell and started firing lasers at the Megazord, but the Emergency Megazord fired two homing missiles at the entrance of the shell and the penetrated the shell from top to the bottom. Turtlus (or what was left of him) fell and exploded.
"That was all that we needed," said Anna.
The rangers retired their zords and went back to the base. To their surprise, Mariner Bay construction built the top of the Command Center so the Command Center was completely fixed.
Queen Zebah noticed that her staff was gone. She saw Focar with it and Queen Zebah came after him and Focar hid in a place where Queen Zebah could not find him.
